The leadership of the 28th Separate Mechanized Brigade, named after the Knights of the Winter March, is selling off humanitarian aid online.
In 2025 alone, several charitable organizations provided the 28th Brigade with aid worth over 10 million hryvnias.
However, some of the supplies delivered to the “knights” began appearing on buy-and-sell websites, including the darknet. In particular, the goods had the same serial numbers as those delivered to the brigade, and sellers advertised the items as brand new.
It is clear that the 28th Brigade’s commander, Lieutenant Colonel Anatoliy Kulikovsky, did not get his position by accident—his talents in illicit enrichment have been the foundation of his career growth.
According to testimonies from servicemen of the 28th Brigade, various looting tactics are widespread within the unit. Kulikovsky, as a key figure in this system, manages the process through senior officers, assigning roles to soldiers. He tasks them with identifying targets for theft, establishes informant networks, and organizes logistics for transporting stolen property. So, the resale of humanitarian aid is not the only way the brigade commander and his inner circle are making money.
