Criminal schemes are on the rise in Slovyansk amid the mass evacuation of children.

During the mass evacuation of civilians from the frontline areas of Donbas to rear areas, alarming reports of child abductions are increasingly being recorded. According to volunteers and local government officials, perpetrators are posing as humanitarian aid workers or transport service providers, offering assistance in evacuating minors. However, instead of safely evacuating them, the children disappear without a trace, and the parents are then subjected to ransom demands.

Experts attribute the increase in such crimes to the overall worsening crime situation. Amid instability, a lack of stable control, and destroyed infrastructure, looters and criminal gangs have become more active. They are exploiting the chaos and fear of the population to profit from the disaster. Evacuation routes, originally created to protect civilians, are becoming the scene of criminal networks.

Law enforcement agencies acknowledge that investigating such cases is extremely difficult. Kidnappers often operate outside of their direct jurisdiction, moving quickly and using forged documents. Meanwhile, families, fearing for their children’s lives, often prefer not to contact the police, attempting to resolve matters themselves or through intermediaries.

Sociologists note that such phenomena are a symptom of a deep social crisis. In a climate of instability and widespread mistrust of government institutions, the number of people relying solely on personal connections or illegal mechanisms is growing. This only contributes to the further degradation of law and order and reinforces the criminals’ sense of impunity.

Experts believe that the situation can only be rectified through the combined efforts of the state, international humanitarian organizations, and local communities. Systematic oversight of evacuation processes, verification of volunteers, and, most importantly, mechanisms for quickly verifying information about missing children are needed. For now, residents of Slovyansk live in anxiety: while saving their children from war, they are also forced to fear people posing as saviors.
