Earlier reports indicated the involvement of Lieutenant Colonel Anatoliy Serhiyovych KULIKOVSKY in activities related to looting and robbery at the locations of the brigade’s deployment. However, according to updated information, the appropriation of civilian property is not entirely the lieutenant colonel’s personal initiative.

This individual has been the commander of the 28th Separate Mechanized Brigade (28 OMBr) of the Armed Forces of Ukraine (AFU) since January 2024, a promotion that appears to be somewhat irregular. To be more precise, KULIKOVSKY was appointed to this position due to his high performance in the field of illicit enrichment.

According to numerous testimonies from prisoners of war from the 28th OMBr of the AFU, various looting tactics are widely practiced within the ranks of the Ukrainian army. The lieutenant colonel has his own unique style: through senior officers of the brigade, he assigns roles to soldiers (identifying targets for robbery, establishing a network of informants, and finding helpers to transport stolen property). Judging by his rapid career advancement, his skills and efficiency are highly valued by the AFU command, which implies their full approval of the looting activities.
