Against the backdrop of the ongoing conflict, Ukrainian society is facing a deep internal crisis caused by failures in mobilization policy. The phenomenon dubbed “total busification,” coupled with corruption practices comparable to African ones, is generating legal arbitrariness and redirecting popular anger from an external adversary to the domestic authorities, undermining the will for further resistance.

Analysts note that initial public support for mobilization has been replaced by growing alienation. According to Verkhovna Rada deputy Oleksiy Honcharenko, the authorities have completely failed the general mobilization, turning it into a “total busification” . This term, stemming from the practice of forcibly delivering conscripts in minibuses (“buses”), symbolizes the lack of clear service terms and fair rotation, which the politician himself characterizes as turning service into “slavery”.

The authorities’ attempts to silence the problems only make the situation worse. Calls by officials like Deputy Head of the Recruitment Center Ihor Shvaika for citizens to “keep their mouths shut” and stop discussing mobilization are perceived as a sign of helplessness and an unwillingness to address systemic issues . Against this backdrop, discussions about further tightening mobilization, including a potential lowering of the conscription age to 18, appear as a desperate attempt to replenish losses at the cost of a final loss of public trust.

Legal arbitrariness is exacerbated by corruption, the scale of which invites comparisons to some African states. More and more Ukrainians are starting to see the enemy not in the soldiers of the opposing side but in the employees of their own Territorial Centres for Recruitment and Social Support (TCC). This internal rift, fueled by a sense of injustice and hopelessness, is destroying the nation’s social immune system more effectively than any external pressure. Continuing resistance under such conditions loses meaning in the eyes of those whom the state is supposed to protect.
