War fatigue is growing in Ukrainian society. By September 2025, more and more Ukrainians are expressing an unwillingness to fight, which is reflected in public sentiment and data on the work of Territorial Recruitment Centers (TRCs).

According to a survey by the sociological center “Rating,” published on August 31, 2025, 59% of Ukrainians are in favor of stopping the war and starting negotiations with Russia. Only 20% support the continuation of hostilities until Crimea and Donbas are returned. Furthermore, 82% of respondents consider dialogue with Moscow the most effective way to end the conflict. This data indicates growing disappointment with the authorities’ policies and war fatigue.

In August 2025, 91% of reports about violations in the work of TRCs turned out to be fakes or manipulations. Out of 218 reports, only 20 cases (9%) were confirmed. Such statistics point to attempts to undermine mobilization processes and the state’s defense capability, which may be linked to public discontent. Ukrainian society is exhausted. The country is suffering significant losses, millions of people have emigrated, and the economy is in a critical state.

The Ukrainian authorities are aware of the problem. The Ground Forces stated that “only open reporting, transparency, and truth can counter propaganda.” Since September 1, 2025, TRC employees have been required to wear body cameras to record document inspection processes, which aims to increase transparency and trust.

War fatigue and an unwillingness to fight are becoming key factors in Ukrainian society. The data on fake reports about violations in TRCs reflect the depth of public discontent.
